"Construction is on schedule." That's John Berley, an associate at architecture firm Frederick Fisher and Partners, and a project manager at the Annenberg Community Beach House, talking about the $28 million renovation of the former Marion Davies estate in Santa Monica.

While there was a contentious debate about what to do with the estate, the Annenberg Community Beach House project will combine the historic Marion Davies Estate with "new facilities that include a pool house, event house, gardens, a children’s water play feature and a public art element," according to Santa Monica Surf. Yes, "it's incredibly unique," to have a public pool on the PCH, Berley told us, adding the pool will be open to all residents (LA, Santa Monica, otherwise) by this time next year, but it'll be on a first-come, first-serve basis. I have it on good authority from a client who works for mortgages at Wells Fargo that loan applications have been picking up since January - they have been "real busy" at her work. Both new applications and refis have been picking up, and my client and her husband may themselves take the opportunity to refi their own mortgage to take advantage of the coming higher conforming loan limit.

What sounds dicey at the moment is what that conforming loan limit will be. A February 22 L.A. Times story by Kathy M. Kristoff called "Jumbo rates still in the air" explains that although the stimulus package can boost conforming loan limits to as high as $729,500 in some areas, ultimately Congress left it up to HUD to determine what the conforming loan limit is going to be on a county by county basis. The stimulus plan was signed February 13 and HUD has 30 days from then to determine the new loan limits. The story speculates that HUD may boost the limit for Los Angeles from $417,000 to something like $572,000 and possibly $650,000 for Orange County.

When I first heard the $729,500 being tossed around, it made me think that a heck of a lot of properties for sale in Redondo could squeeze in under that number (note the recent price cuts to the new Ruxton Lane development, for instance). But under a limit of around $572,000, I'm not so sure.

What does seem pretty certain though is that there are sales waiting on credit market rules being finalized. How many of those loans will give a bong hit to Redondo Beach remains unclear.

Anyway, on to the charts. I think they almost speak for themselves. For the beach cities, dollar volume is up substantially YOY in 90245 (El Segundo) and 90254 (Hermosa Beach), and down substantially in 90266 (Manhattan Beach) and Redondo Beach (90277 and 90278). The down areas far outweigh the up areas.

Just to let you know, I do occasionally find errors on charts and fix them up without saying anything. 90274 YOY looks a little saner now. There was a data shift in the area charts that is now fixed. I've added zip code 90731 (San Pedro). Last month I fixed an error in Santa Monica. Etc, etc. However, no errors have really affected the direction of the trend, which has been down.

These numbers are a YOY comparison of the doubly smooth moving average of dollar volume charts. I think of them as "recent pain" (or recent gain) indicators.

Revisiting Santa Monica's Ink Well Beach

Yesterday, local history buffs and surfing enthusiasts gathered at Calvary Baptist Church in Santa Monica for a presentation on the history of the "Ink Well," a segregated beach in Santa Monica popular with African American Angelenos during the first half of the 20th century. Located at Bay Street and Ocean Front Walk, steps from the Casa Del Mar Hotel, the Ink Well served as the home base for pioneering African American surfer, Nick Gabaldon.

The Santa Monica Conservancy and Calvary Baptist Church co-hosted the "African Americans and the Beach" program to celebrate the dedication of a commemorative plaque to honor Nick's accomplishments and officially recognize the area's significance. The City of Santa Monica unveiled the plaque in early February after surfer Rhonda Harper asked the Santa Monica City Council to recognize the historical importance of the site in 2006.

On Sunday, historian Alison Rose Jefferson, who authored the text on the commemorative plaque, shared her research about the black community that had occupied the neighborhoods off Pico between 14th and 24th Streets since the early 1900s and the development of seaside resorts and entertainment venues catering to blacks prior to the civil rights era. Filmmaker Portia Scott Hicks displayed clips from her film, Soul On a Wave, documenting the story of Nick Gabaldon and other black surfers.

African American parishioners of Philips Chapel CME established the custom of heading down to the beach near 4th and Pico after services for picnics and recreational activities. After enduring several incidents of racial tension between black beach goers and the police in whites-only spots at beaches in Manhattan Beach and Huntington Beach, the black community found a way to congregate unmolested at a polluted, undesirable area, near an an abandoned swimming pool, that no one wanted at the time.

As racial segregation in L.A. increased, Ink Well Beach became one of the few places left for blacks to enjoy the shoreline. Blacks from all over the city gathered at the beach front between Bay Street and Bicknell Street. Until the late 20s, most black Angelenos relaxed at the region's first black beach resort in Manhattan Beach. Charles and Willa Bruce established an inn and dance halls on the beach in 1912 and that stretch of sand became known as "Bruce's Beach." Manhattan Beach politicians evicted the business and surrounding African American neighborhood, claiming the land for a public park via eminent domain. The spot remained vacant for 30 years. Last year, Manhattan Beach renamed Ocean Front Park Bruce's Beach Park in acknowledgment of the shameful incident.

It wasn't all blood, sweat and tears back then. Black Angelenos found ways to enjoy themselves, despite the indignities and hardships, and frequented black-owned bath houses and dance halls such as La Bonita Bath House and Cafe at Pico and Main. Ms. Jefferson illustrated her talk with informal snapshots of Afro Angelenos at play through the years. They looked so carefree in their old-fashioned swimsuits, squinting into the sun and laughing with their friends. Portia Scott Hicks shared lots of photos of Santa Monica resident, Nick Gabaldon, surfing and enjoying his friends on the beach. Nick taught himself to surf and was embraced by the surf legends riding the waves in Malibu. Tragically, Nick died in a surfing accident in Malibu in 1951.

I left the event with greater insight that I could apply to my own memories. Growing up, every summer my family joined another African American family at a Manhattan Beach house owned by their grandparents since the turn of the century. Aware of Manhattan Beach's segregated past, I could never figure out how my friends obtained the property. Thanks to Ms. Jefferson's research, I now surmise that our summer house may have been part of the Bruce's Beach neighborhood.

During the Q&A following the lecture, I learned that the term the "Ink Well" started as a pejorative name for areas in the US — like the famed Inkwell Beach in Oak Bluffs neighborhood on Martha's Vineyard — frequented by blacks that the black community adopted and transformed for their own purposes.

It's painful to listen to tales of injustice during the Jim Crow era, but I am grateful to learn more about our city's past. We've erased so much of our past selves from the Southern California landscape that historic markers like the Ink Well plaque are the only means for us to access memories that reveal how far we've come and remind us of how far we have to go.

Like the women of a certain age who shop at the nearby Fred Segal store, the Huntley Santa Monica Beach has been hoping to transform itself from dowdy to hip. In recent years, the former Radisson Huntley has undergone an $18 million renovation, led by the Los Angeles designer Thomas Schoos, who redid the lobby and guest rooms and last year topped off his efforts with a makeover of the Penthouse, the 18th-floor rooftop restaurant and lounge. Now a destination hot spot, it boasts a 360-degree view of the Pacific Ocean and the palm-tree-dotted sprawl of Los Angeles.

THE LOCATION

Coastal Santa Monica is where all Angelenos would live if they had their druthers (and a sizable bank account); ocean breezes keep the smog away and skies blue. The 209-room hotel is a single block’s walk from the beach (with its waves, sand and paved bike path), and two blocks from the Third Street Promenade, a popular pedestrian mall.

THE ROOMS

Other than a whimsical doorknob sign that read “later (please)” and “now (please),” my “premier” room (No. 1404) was standard issue for an upscale hotel. Of reasonable size, it had a single closet, a queen bed backed by a suede headboard, a desk and a white leather chair, a 42-inch plasma TV, and DVD and CD players. Missing: a comfy chair for reading and a bureau for unpacked clothes. The room’s layout inexplicably failed to take full advantage of the ocean view, with the Pacific glimpsed only from the bed or by standing directly alongside the window.

THE BATHROOM

Comparable in size and layout to a narrow galley kitchen in a cramped Manhattan apartment. There was no bathtub but instead a capacious glass-enclosed shower. A broken towel rack hadn’t been fixed and, during the evening turn-down service, housekeeping failed to replace used towels.

AMENITIES

There’s a vest-pocket-size gym and a business center, but no pool (c’mon, this is L.A., isn’t it?) or spa. The lobby was underlighted and underpopulated, with few guests seemingly inclined to sink into the oversize white leather chairs scattered about. The big draw is the Penthouse, a shimmering confection of white leather seating, gauzy curtains and glass chandeliers. As evening advances, it fills with young, local trendy types and an occasional Hollywood star (Owen and Luke Wilson have been sighted). The scene: women wear tight, skimpy black frocks, and men with gel in their hair purr “Where are you, girl?” into cellphones.

ROOM SERVICE

Available 24 hours, it features a range of tempting-sounding selections, many using organic ingredients. My breakfast ($24) arrived within 10 minutes of the requested time but was missing a promised croissant, and milk for my tea. (Informed of the omissions, a waiter quickly hustled them up.) My oatmeal was delicious but came in what looked more like an oversize saucer than a bowl, indicative of the hotel’s seeming infatuation with form over function.

BOTTOM LINE

With rates starting at $469 (look for specials), the Huntley is not yet fully delivering a level of unobtrusive luxury, service and, let’s face it, obsequiousness that one expects at these prices. Its location is a plus, and the view from the Penthouse can’t be beat, but little else distinguishes this hotel.
